The following commentary details our investigation of the all-payer model, facilitated by OneCare Vermont (a statewide Accountable Care Organization), since 2017. The Green Mountain Care Board has been reviewing public comments related to OneCare’s FY 2019 budget.

Pervasive and systemic problems plague OneCare’s clinical records and claims data management, programming software, and analytical tools, which calls into question the ACO’s ability to enable seamless, technology-driven care coordination across the state.

Importantly, it raises pressing concerns about the clinical care and public health interventions facilitated by the ACO, and the implications for patients and community members.
